- Be admitted as a full-time student in an undergraduate or graduate program or diploma at the University of Ottawa.
- Be an Ontario resident, as per OSAP rules.
- Demonstrate financial need, as determined by the Financial Aid and Awards Service of the University of Ottawa.
- Demonstrate academic excellence.
- Be under the age of 30 before the date of the application deadline.
- Be in or have been in the child welfare/protection system.
